Elaine Lammert is currently the Director of the Homeland Security Continuing Education Programs. From 2017 to the present, she has served as the program director for the Master of Professional Studies in Homeland Security.

Ms. Lammert entered on duty as a Special Agent with the FBI in April 1986. She worked on organized crime, drug and terrorism investigations. She served as the Newark Division’s Chief Division Counsel, as well as Special Assistant United States Attorney.

Ms. Lammert retired as the Principal Deputy General Counsel, FBI Office of the General Counsel. She oversaw legal advice in the areas of criminal law, national security, intelligence capabilities, cyber, science and technology, critical incidents, and international operations.

She also managed office operations, including budget formulation, presentation, and execution. She is the recipient of the FBI’s Director’s Award for the FBI’s Integrity and Compliance Program and the Presidential Rank Award for Meritorious Executive in the Senior Executive Service.

Nick Andersen is the Executive Assistant Director for Cybersecurity of the Cybersecurity and Infrastructure Security Agency (CISA). As CISA’s senior cybersecurity official, he is responsible for leading the agency’s mission to address the nation’s most significant cyber threats and vulnerabilities and to increase the security and resilience of U.S. critical infrastructure.

A decorated veteran of the U.S. Marine Corps, Andersen brings discipline and strategic foresight to the CISA mission through his extensive experience and leadership. As the President and Chief Operating Officer at Invictus, Andersen oversaw cybersecurity, intelligence integration, and technology delivery for federal and commercial partners.

Among other distinguished positions, he has also served as Chief of the Office of Intelligence, Surveillance, and Reconnaissance Systems and Technologies/CIO for Intelligence for the U.S. Coast Guard, and CIO/Senior Cyber Risk Executive for U.S. Naval Intelligence.

Andersen earned a Master of Science degree in Cybersecurity from Brown University, a Master of Science degree in Information Security and Assurance from Western Governors University, a Bachelor of Science degree in Information Technology Management from American Military University. He also holds a Certificate in Public Policy from the Harvard Kennedy School. He was recently named a Pinnacle Awards Intelligence Executive of the Year and one of the top 10 CISOs to watch by Washington Executive Magazine.

Bobby R. Baker, Jr. (B.A.S, M.P.S.) is an active member of the academic advisory council in the bachelor’s and master’s degree programs in Homeland Security at The George Washington University College of Professional Studies in Washington D.C.

Mr. Baker currently serves as a Principal CBRNE Training Specialist with the Counter-Terrorism Operation Support team with Mission Support Test Services, LLC, the primary contractor for the Nevada National Security Site with the Department of Energy’s National Nuclear Security Administration, where he and his teammates train first responders and military assets in the Radiological, Nuclear, Chemical and Biological detection, site characterization, and consequence management domains to include medical counter measure administration.

In 2020, Mr. Baker was appointed as a member of the Scientific Committee of the Observatory of Security and Defense in CBRNE, and most recently represented CTOS and the National Nuclear Security Administration as a guest presenter at the 2023 CBRNE Science and Consequence Management (CSCM) Congress in Dubrovnik, Croatia.

Prior to joining the team at MSTS in Nevada, Mr. Baker retired as a Captain and the WMD-Hazmat Coordinator serving 21 years with the Dallas Fire and Rescue Department as a fire-fighter-paramedic, and hazardous materials technician with specialties in the radiological, biological, and chemical domains.

Mr. Baker is a lifelong learner, currently pursuing his doctoral degree in National Security Law and Policy at the Helms School of Government at Liberty University focusing on novel advanced technologies and the constitutionality of their implementation.

Mr. Baker holds a Bachelor of Applied Science degree from Dallas Baptist University 2003, a master’s degree in Homeland Security from The George Washington University in Washington, D.C. 2021, and in 1999 graduated with a certificate in paramedicine from the University of Texas Southwestern Medical School of Allied Health Paramedic Program.

Mr. Baker is a highly sought-after educator, speaker, trainer, and published author both domestically and internationally in high-performance team leadership and the incident command of CBRNE (Chemical, Biological, Radiological, Nuclear and Explosive) incidents. Mr. Baker is a certified Hazardous Materials Specialist, Incident Safety Officer through the National Fire Academy, a Pro-Board certified NFPA 472 Incident Commander of Hazardous Materials Incidents, and is an active member of the NCRP Part 179 Commentary 28 committee on Dosimetry for First Responders as a member of the Health Physics Society.

Mr. Baker has given multiple presentations for first responders, public safety organization’s as well as private non-governmental organizations related to the consequence management of low frequency and high-volume incidents highlighting the need for earlier agent identification combined with full site characterization. Mr. Baker is adamant on improving the ability to provide rapid advanced medical counter measures to save lives and sustain economic vitality in the homeland and abroad. Mr. Baker first presented his philosophy and platforms for delivering cross pollinated first responder teams in multiple modalities of emergency response to include toxicological medicine as a guest in Rome, Italy, in 2017; Birmingham, United Kingdom in 2018; and Bangkok, Thailand in 2019.

Mr. Baker resides in Dallas, Texas with his wife Sheila where they serve continue to serve the metroplex area with their time, talents, and treasure. In his spare time, he enjoys traveling with his wife, vintage military aircraft, reading biographies, and is a lifelong member of Dallas Cowboys nation.

He served in the U.S. Army conducting counter-explosive hazard operations, in the National Guard leading search and extraction, technical rescue, and mass decontamination missions, and in law enforcement combating dangerous street drugs like fentanyl. Now in the private sector, he has pioneered innovative tools and tactics for Chemical, Biological, Radiological, Nuclear, and high-yield Explosives (CBRNe)/HazMat responders.

Corey holds a bachelor’s degree in Homeland Security and Emergency Preparedness and has trained thousands of leaders and responders across federal, state, and local agencies. His focus on emerging technologies drives advancements in CBRNe/HazMat response, decontamination, and mass casualty management. He has developed cutting-edge decontamination kits and training programs now deployed worldwide.
