Elaine Lammert is currently the Director of the Homeland Security Continuing Education Programs. From 2017 to the present, she has served as the program director for the Master of Professional Studies in Homeland Security.

Ms. Lammert entered on duty as a Special Agent with the FBI in April 1986. She worked on organized crime, drug and terrorism investigations. She served as the Newark Division’s Chief Division Counsel, as well as Special Assistant United States Attorney.

Ms. Lammert retired as the Principal Deputy General Counsel, FBI Office of the General Counsel. She oversaw legal advice in the areas of criminal law, national security, intelligence capabilities, cyber, science and technology, critical incidents, and international operations.

She also managed office operations, including budget formulation, presentation, and execution. She is the recipient of the FBI’s Director’s Award for the FBI’s Integrity and Compliance Program and the Presidential Rank Award for Meritorious Executive in the Senior Executive Service.

Nick Andersen is the Executive Assistant Director for Cybersecurity of the Cybersecurity and Infrastructure Security Agency (CISA). As CISA’s senior cybersecurity official, he is responsible for leading the agency’s mission to address the nation’s most significant cyber threats and vulnerabilities and to increase the security and resilience of U.S. critical infrastructure.

A decorated veteran of the U.S. Marine Corps, Andersen brings discipline and strategic foresight to the CISA mission through his extensive experience and leadership. As the President and Chief Operating Officer at Invictus, Andersen oversaw cybersecurity, intelligence integration, and technology delivery for federal and commercial partners.

Among other distinguished positions, he has also served as Chief of the Office of Intelligence, Surveillance, and Reconnaissance Systems and Technologies/CIO for Intelligence for the U.S. Coast Guard, and CIO/Senior Cyber Risk Executive for U.S. Naval Intelligence.

Andersen earned a Master of Science degree in Cybersecurity from Brown University, a Master of Science degree in Information Security and Assurance from Western Governors University, a Bachelor of Science degree in Information Technology Management from American Military University. He also holds a Certificate in Public Policy from the Harvard Kennedy School. He was recently named a Pinnacle Awards Intelligence Executive of the Year and one of the top 10 CISOs to watch by Washington Executive Magazine.

With over 20 years in hazardous materials and emergency response, Corey Collings brings unparalleled expertise from diverse roles. He served in the U.S. Army conducting counter-explosive hazard operations, in the National Guard leading search and extraction, technical rescue, and mass decontamination missions, and in law enforcement combating dangerous street drugs like fentanyl. Now in the private sector, he has pioneered innovative tools and tactics for Chemical, Biological, Radiological, Nuclear, and high-yield Explosives (CBRNe)/HazMat responders.

Corey holds a bachelor’s degree in Homeland Security and Emergency Preparedness and has trained thousands of leaders and responders across federal, state, and local agencies. His focus on emerging technologies drives advancements in CBRNe/HazMat response, decontamination, and mass casualty management. He has developed cutting-edge decontamination kits and training programs now deployed worldwide.

As Technical and Training Director at First Line Technology—an industry leader in science-based emergency response solutions—Corey continues to shape the future of emergency preparedness.

Michael Dunaway is adjunct professor in Homeland Security in the College of Professional Studies at the George Washington University. He is Founder and CEO of CIRRUS Group, a Maryland-based Public Benefit LLC focused on assisting cities and communities in digital transformation to improve city operations and services, community resilience, and overall quality of life. From 2021-2025, he served as Associate Director for Innovation in the Smart Connected Systems Division at the National Institute of Standards and Technology (NIST) and program lead for the Global Community Technology Challenge (GCTC), a federal Smart City program within the U.S. Department of Commerce.

Dr. Dunaway has led research centers in advanced technologies and smart cities at the University of Cincinnati and the University of Louisiana at Lafayette, where he served concurrently as Director of the Louisiana Business Emergency Operations Center. Previous positions included Director for Preparedness and Resilience Programs at the National Headquarters of the American Red Cross; Chief for Risk Management and program lead for Community Resilience at the Science & Technology Directorate, U.S. Department of Homeland Security; and as a project manager in the Cognitive, Neural, and Social Science Division of the Office of Naval Research.

A graduate of the United States Naval Academy, he is a veteran of the U.S. Navy, retiring from active duty at the rank of Captain. He holds an M.A. from the Fletcher School of Law and Diplomacy at Tufts University, and Ph.D. (Systems Engineering) from George Washington University.

St. John Stanley, known as Singe, is a highly experienced emergency management professional with over 32 years as a UK fire officer. He has led and deployed international Urban Search and Rescue (USAR) operations worldwide, including major earthquake responses, and founded a Technical Rescue Unit supporting complex disasters.

Singe is the Lead International USAR Instructor at Guardian Centers, where he designs and delivers advanced, scenario-based training for global response teams and government agencies. A multiple-time INSARAG classifier and Principal Trainer/Assessor for the European Union, he has trained personnel worldwide.

Since retiring from the Fire Service, Singe has served for five years as Head of Preparedness, Response and Recovery at the Aga Khan Development Network, continuing over 12 years of impactful work strengthening community resilience. Outside his professional role, he is a passionate helicopter pilot.
